[ANSI-Smalltalk] Project Application

Hi all,

The next formal step for the project is to submit an application to
INCITS to start up the Smalltalk project.  I have sent in a number of
questions to the contact at INCITS but they are a tad busy with budget
related work and so have not been able to get back to me quite yet.

Once I have a response I plan to put the draft application up on the
wiki (thanks Paolo) so we can discuss it before we submit it.
