[ANSI-Smalltalk] Project Application

I meant to reply to this earlier, and I thought I had done so.  Apparently

I think a well placed blog post in anything that hits
planet.smalltalk.orgshould be enough.  This brings up the issue of
responsibilities... for
example, who speaks in the name of this process?
