Once the project is running this will be determined by the INCITS
rules.  The exact rules depend on the exact form of the project, and
the exact form of the project is determined by the committee within
INCITS that reviews and approves our application.

... having said that, my understanding is that the INCITS members who
are on the committee will be the people that speak offically in the
name of the project and I would expect that committee to have a
chairman and that the chairman would be the single voice if one were
ever needed.

Just in case your question also covered what I expected my role to be:
 I see my self helping to get things started.  Helping to puch the
boat out, if you like.  I may not be able to personally afford a
ticket to ride on the boat, much less be the captain.  But I'll
certainly be cheering from the shore if I can't afford the fare.
