[ANSI-Smalltalk] Welcome

The existence of this work on ANSI Smalltalk seems to have been new
news for quite a few people.  Following the (spam (sorry about that))
message I sent out to the Smalltalk mailing lists the number of people
on this list has zoomed up to over 50.

It's good to know that so many people care.  Welcome to the project :-)

Just so you all know; the next step in getting the project formally
set up is to submit a project application.  There is a rough draft of
this up on the wiki which we need to complete and submit.

Along with the application we need to send in a cover letter which,
among other things, list the names of people who are willing and (at
least think they are) able to join INCITS (at $1,200 USD p/a) as a
formal voting member.  We need at least 4 such people but more would
be good since if the number ever drops below 4 the project would be
suspended.
