I think that the hosting on the GNU Smalltalk wiki should not be the 
definitive solution.  As Martin said, we need a browser-like environment 
to work on the repetitive parts of the standard; this browser-like 
environment can then output LaTeX if we want.  Now, I am the GNU 
Smalltalk maintainer and I want to develop something in a browser---that 
may tell you that I find this need pretty urgent. :-)

The cool thing about LaTeX is that it supports defining new macros.  If 
somebody knows of a good LaTeX->HTML converter written in PHP I could 
add a new "input method" to the GNU Smalltalk wiki.  But it needs to be 
a good one.
