I think that we have to set up a two-phase process.  First, discussion 
happens on the ML and the wiki acting as a "living document".  Then, the 
changes are formalized, and for this we need tools such as the ones 
Ralph and Martin described.  We can start now working on the former, but 
we should plan to have tools for the latter.
