[ANSI-Smalltalk] Time-Boxing

Something that we have said right up front is that we want this
process to be on-going and to deliver a new version of the standard
every 18 months to 2 years.

We are stating to see the introduction of all kinds of topics that
could appear in the standard at some point.  Some of them are easy
wins, as Ralph points out, and other are likely to take longer to
resolve.    Time boxing our process means that we get the easy wins
out as soon as we can without limiting discussion on the more, ah,
interesting subjects.

We'll have to look to the people working in the subject areas to lift
out the easy wins so we can all benefit from them as sooner rather
than later.
