Really, browser access not just a nice to have, it is a must.  The
wiki grants anyone read access to the text and the diffs.  This lets
people see what we are doing without having to get involved or having
to create an account or load any special software, and such openness
may help attract people to the project too.  Also, it will be a Good
Thing if we can give ANSI/INCITS officials transparent access to what
we are doing as we are doing it - helping to avoid last minute
surprises.

Web access needs to be in the first version of whatever we use.
