[ANSI-Smalltalk] Downloads of ANSI framework

Martin,

I really think we ought to discuss significant changes to the way we
work *before* we go ahead and implement them.

If you want to invite people to help test your system, then great, but
I don't think that it is reasonable that you simply announce that the
project is to use your tool from now on.  If we do adopt your system I
think it should be after a period of discussion and then a vote
(doodle has worked for us before).

So far we appear to have two or three options for the maintenance of
the text that will make up the standard:

o The wiki, which is what we are currently using

o Martin's system

o And perhaps a library from Paolo?  (Paolo, was that an alternative
proposal you put forward?)

Any more for any more?
