How about if we break down the work into the following broad areas;

Admin:  Getting the project started, looking after the mail list server etc etc

Meta:  The structure of the project work and the form of the standard document

Smalltalk: Specifying the standard elements of a Smalltalk system

I think these three are pretty orthogonal so we should be able to
tackle them all at the same time without too much disruption between
them.  For example, we can talk about Association regardless of
whether all the INCITS forms are completed or whether we want to
establish sub-committees for some of the more complex/contentious
work.
