[ANSI-Smalltalk] The vote on administration closes

The vote on administration of our work is closed.

18 votes were cast for administering ourselves and 4 each for being
administered by ANSI and being administered by another standards body.

I read this as a very strong vote for openness and transparency.  Now,
as Andre just said, we need to work out *how* to administer ourselves.
 Another non-trivial question and one for a thread of it's own.
