[ANSI-Smalltalk] STEPing out

We, the Smalltalk Standards Project (for that is who we are) have
decided to govern ourselves.  In answer to the next question, which is
"how?" Paolo has suggested a process which is somewhat based on the
Python Enhancement Proposals process and which he calls the STEP (for
Smalltalk Enhancement Proposal) process.

The first STEP is the (proposed) definition of the STEP process itself.

I rather like the process and the idea of making the STEP process it's
own first subject.

If nobody has any objections at this stage then I would like to
suggest that the author of this first STEP, er, step forward and guide
us.

Having identified the author, do we need to add his name to the STEP
document?  Who are the "experts" for this step, are we all?  I guess
that there are no prerequisites for this first step
...
