Smalltalk Standard Project -  A project which is often developed using Smalltalk.
                              A project for which Smalltalk is a (known) good choice.

Smalltalk Standards Project - Any attempt to improve the capabilities of some other
                              language/environment, bringing it closer to the highest
                              level known, to date. 

Standard Smalltalk Project - Of all the Smalltalk-related projects, this name refers
                             to a specific project whose subject is "Standard Smalltalk".

Standard Smalltalks Project - Of all the Smalltalk-related projects, this name refers
                              to a specific project whose subject is "Standard Smalltalks".


I prefer the third, as the name of a working group.
(The fourth is ok too, as it appears to mean the same thing.)
