Ralph,

The INCITS position on copyright, the mailing list and the wiki are
indeed discouraging.

Your suggestion looks like it would work, but it looks rather like
swimming against the flow (I guess because it *is* :-)).  Nonetheless
it looks like the best option we have on the basis that there would be
similar issues with any standards body.  If anyone here knows
different please speak up.

One aspect of this from my personal point of view is that my
willingness to fund my own INCITS membership is significantly reduced.
 I would feel OK paying on the basis that my payment was helping to
produce an open, and freely available, standard.  Paying INCITS for
the privilege of putting my time into producing a locked down
publication that INCITS then sell is not so attractive.
