[ANSI-Smalltalk] Response to the first draft of our project application

So, how about if we make a standard and promote it under our own name?
 After all, who is OMG to create standards, but they did anyway.  The
only real advantage to having an organization like INCITS involved is
for advertising.  They don't necessarily make the standard better, and
don't really promote it.

If we later decide that we want to have a big name behind the
standard, we can join up with a group and follow their rules.
