[ANSI-Smalltalk] Response to the first draft of our project application

I think this is a good idea.  After all, to a point, dealing with the
rubberstamping (so to speak) group would be additional work for us on top of
building the standard in the first place.  IMO, the least overhead possible
the better.

I feel the standard we create should gain credibility because of the people
that participate in its creation, e.g.: all major vendors.
