Peter,
I think we should have both the specification and tests that can
confirm that an implementation of the specification really conforms.
I think having both will add an element of reinforcement too, we can
use the tests to exercise the specification and vice versa.
As long as an implementation conforms to the specification, I'd say it
was Smalltalk. Even if "Smalltalk" is only 10% of what the
implementation can do. I recall that some Smalltalk implementations
supported Edinburgh syntax Prolog as well ... and why not?
