[ANSI-Smalltalk] ANSI or not ANSI. Should that be the vote?

Ah, OK. Perhaps I should have focused on the administration. So,
ANSI admin vs. other standard body vs. self administration. In that
case JCP would be one way we could effect self administration.
So, how about:
o Work with ANSI/INCITS process administration
o Seek another standards body to administer the process
o Administer the process ourselves
