[ANSI-Smalltalk] STEP Licenses

Some time ago the issue of how STEP documents would be licensed came
up and was discussed, but no conclusion was reached.

Paolo suggested that the license should be GPL compatible, and this
seems like a good idea.  The other thing I think we should seek is
ubiquity - to see the documents (and supporting code (e.g. tests))
used freely for any kind of Smalltalk implementation, whether free (as
in freedom) or not.

The FSF list the GPL-compatible licenses here:

Among them are two Licenses which are referred to as 'MIT':
 o The X11 License (http://www.xfree86.org/3.3.6/COPYRIGHT2.html#3)
 o The Expat license (http://www.jclark.com/xml/copying.txt)

We know that the Squeak people are moving to an MIT license (though I
don't know which one), so one of the above two would seems to be a
good fit there too.

So let me suggest that we license all our work on STEPs under the X11
(aka MIT) License.
