J2SE and J2EE are both specifications, the only reason J2SE looks different is 
that the majority of people download the Sun J2SE implementation.

But there is also Blackdown, and IBM have an implementation based on Sun's.

Likewise, there is a downloadable implementation of J2EE from Sun.
