[openskills-dev] New SkillsBase version 1 170

The SkillsBase is now aware of the state each account is in (Guest /
Subscriber / Member) and so will limit access to guests and subscribers
as previously discussed, but in summary:

Guests: Can make up to two skills public, can not create or edit skills
and can not import/export HR-XML

Subscribers: Can not create or edit skills

Members: No restrictions

The next version of the SkillsBase will have a significantly improved
schema supporting career objectives & summaries, greater control over
experience claimed for skills, references and more - the UI will not be
changed, however.  In the following versions we will be working on the
UI to present the new bits of the schema, and to improve the way the UI
works.
